This is about the best picture I could get of the budding lace pattern in garter stitch. Should it stay or should it go? If I keep it I'll switch to st st when I get to the next chart. I'm leaning towards frogging and just starting over.

looks great ! But I don't know how the lily of the valley will look - or if the change to stocking sttich will lok funny. Just go with your gut :)
I think when you block it, the garter stitch will be less obvious, so my vote is keep knitting. Continue with the next chart as written.
Or you could do a swatch (cast on enough for the budding lace chart 2 starting from the middle stitch and do the pattern in garter stitch until you have enough increases to begin the l-o-v border 1 (around 27 sts), knit a few rows of nupps, bind off and block. If you like it, continue. If not, into the frog pond you go or just keep knitting and make it a budding lace shawl. You'll probably find those nupps a nuisance.
